Identifying the Baseline Candidates (part 1-Requirements)

Baseline Candidates: “Baseline candidates” are like different options or methods that you could use to achieve the same result in your project. These options could be various technologies or practices.

Geographic Area and Temporal Range: The procedures focus on a specific location (geographic area) and time frame (temporal range). This means you’re considering options that are relevant to a particular place and period.

Existing and Potential Technologies and Practices: Baseline candidates can be things that already exist (existing technologies or methods) or things that could be developed in the future (potential technologies or methods).

Formulating a Complete List of Baseline Candidates: This blog(Requirements) and next blog(Guidance) explains how to create a thorough list of all the different options (baseline candidates) available for your project. It’s about identifying and listing down all the potential technologies or practices that could be used to achieve the project’s goal.

Requirements

For each project activity, the project developer shall develop a complete list of baseline candidates that will be used in the baseline procedures to represent possible alternatives to the project activity.

The following steps are required:

  • Define the product or service provided by the project activity.

  • Identify possible types of baseline candidates.

  • Define and justify the geographic area and the temporal range used to identify baseline candidates.

  • Define and justify any other criteria used to identify baseline candidates.

  • Identify a final list of baseline candidates.

  • Identify baseline candidates that are representative of common practice (for the project-specific baseline procedure).
